Ex-mayor Babite wants to be prosecuted for illegal payment of 37,600 euros



The Corruption Prevention and Combating Bureau (KNAB) submitted documents to the prosecutor’s office for the initiation of criminal proceedings against the former mayor of Babite, Andrejs Ence (Latvian Union of Regions), as a representative of the shareholder of the municipal company Babītes siltums, for the illegal payment of a holiday allowance in the amount of 37,561 euros.

Currently, Enze is the President of the Marupe Regional Council.

The KNAB appealed to the prosecutor’s office on Nov. 17, offering to file criminal charges against self-government official Babite for alleged abuse of power, which carried serious consequences, the office said.

According to evidence obtained by the KNAB, a civil servant, having dismissed a member of the board of directors of a municipal enterprise, decided without legal reason to pay him compensation for unused vacation, despite the fact that the regulatory framework governing the activities of board members do provide for their right to vacation and compensation for unused vacation.

As a result, the official caused material damage to the company of the Municipality of Babite in the amount of 37,561 euros.

The criminal proceedings were initiated by KNAB on November 4, 2021.

According to Firmas.lv, Babītes siltums was registered in 1993 and is currently wholly owned by Marupe Regional Council. From 2017 to 2020, Babites’ stringers operated at a loss. Last year, the company’s turnover amounted to 1,205,031 euros, profit – 35,058 euros.

Last year, the Ministry of Environment Protection and Regional Development (MOEPR) called on the Babite Regional Council to eliminate violations in the Babites silts, which were identified following an audit of company for 2017-2019.

Auditors found significant violations in the work of the company – the lack of a medium-term strategy, planning and control of the budget, supervision of purchases, etc.

Based on the report of the auditors, the MOSRR concluded that violations during this period were committed not only by the company’s board of directors and the holder of the capital shares – then chairman of the regional council d’Enze, but also by the Babite Council as a member of the capital company.

From July 1, 2021, as part of the administrative-territorial reform, the Babite Region has become part of the Marupe Region.
